In OBS add a Browser Source, paste the address and leave "Shutdown source when not visible" off so the countdown keeps running. Steps and sizes are below.

How to put it on stream

Copy the overlay address above.
In OBS Studio open Sources, press +, pick Browser and give it a name.
Paste the address into the URL field.
Set the width and height from the sizes below; the overlay is transparent, so only the plates show.
Leave "Shutdown source when not visible" off and tick "Refresh browser when scene becomes active"; the countdown and the character keep updating on their own.
Drag the source where you want it and lock it. Changed your mind? Edit it here; the address stays the same.

Sizes at 100%: timers about 520 wide and 90 tall per row plus 60 for the tag; character about 180 wide and 900 tall, made for the edge of the screen. Pick a larger size here instead of stretching the source in OBS.

Streamlabs Desktop works the same way: Sources > + > Browser Source.
